Abstract

Politsei-ja Piirivalveametis on väga palju erinevate tööülesannetega töötajaid, kes kannavad ühtset välivormi, mis peab olema kandjale mugav, funktsionaalne ja praktiline. Uus välivorm on mõeldud kasutamiseks aastaringselt ja põhineb kihilise riietumise põhimõttel. Uue vormi kandmisel on tekkinud mõningad probleemid mida PPA soovib parandada. Käesolevas lõputöös kaardistati uue välivormiga seotud probleeme ja arendusvajadusi ning tehti probleemkohti potensiaalselt parendavad muudatusettepanekud. 2021. aastal planeeritakse uut minikonkurssi, kus kandmise käigus selgunud puudusi ning parandusettepanekuid saab arvesse võtta. Lõputöös tutvustati esmalt põhjalikult hetkel kasutuses oleva välivormi kõiki esemeid, funktsioone ja detaile, et panna paika lähteülesanne, kust edasi töötama asuti. Seejärel tutvustati intervjuude ja vaatluste läbiviimist, mille käigus saadi laiapõhjaline vaade erinevatest tööliindest ja PPA ametnike vajadustest seoses välivormiga. Esile kerkis hulk probleeme ja PPA ametnike tähelepanekuid seoses välivormiga, mida hiljem küsitluse loomisel arvesse võeti. Selleks, et saaks teha muudatusettepanekuid, analüüsiti küsitluse tulemusi ning loodi seoseid ka intervjuu ja vaatluse tulemustega. Nii kaardistati kõige probleemsemad kohad välivormi juures iga vormielemendi kohta eraldi. Pärast probleemide kaardistamist pakuti välja muudatusettepanekud, mis võiks PPA välivormi mugavamaks ja kasutajasõbralikumaks muuta. Suur osa probleemidest, mis välja tulid, olid seotud materjalidega, kuid käesolevas töös keskenduti eelkõige lõigete ja disiniga seotud teemadele. Kõige rohkem muudatusi puudutasid toodete lisafunktsioone, mis tuleks hoolikalt läbi mõelda. Oluline teema on ka kogu välivormi kontseptsioon ning kihilise riietumise põhimõtted, mis tuleks vaatluse alla võtta. Samuti tuleks neid vormikandjatele põhjalikult tutvustada, luues visuaalsed materjalid koos lihtsasti mõistetavate selgitustega ning rõhutada selgitustöö olulisust. Kõige rohkem muudatusettepanekuid esitati keerukamatele toodetele nagu püksid, jope ja tuulejakk. Pükste puhul olid peamisteks muudatusteks taskute läbimõeldud paigutus ja hulk ning istmikuosa korrigeerimine. Osad taskud soovitati ära kaotada ning allesjäänud taskute paigutus hoolikalt läbi mõelda. Istmikuosa muudatused parandaksid pükste mugavamat kasutamist. Jope ja tuulejaki puhul soovitati need siiamaani koos soojendusvoodriga kolm ühes tootena kasutusel olnud esemed kasutusele võtta eraldiseisvate toodetena, sest jopet ja tuulejakki korraga niikuinii ei kasutata, sest see on ebamugav ning seetõttu on nende ühendamise funktsioon ebavajalik. Samuti on jope ja tuulejaki puhul oluline taskute läbimõeldud paigutus ja hulk. Veel soovitati loobuda mõnest lisafunktsioonist, mis muudab toote õmbelmise tehnoloogia keeruliseks, kuid mis ei toeta töö tegemist. Polosärgil ja tuulejakil soovitati muudatustena sisse viia vaid üksikute detailide muutused. Tuulejaki puhul soovitati lisaks korrigeerida varruka lõiget, et muuta varruka üles keeramine mugavamaks. Töös käsitletud teemad on keerulised ning ühtse vormi väljatöötamine nii suurele organisatsioonile ja paljudele erinevatele tööliinidele on äärmiselt raske ning nõuab palju aega, teadmisi ja katsetamist. Paljud esmalt oluliseks peetud detailid ei pruugi leida kandjate poolt kasutust, kuid samas muudavad toote keeruliseks ja kalliks. Seega on ülioluline kõik detailid hoolikalt läbi mõelda ning neid muuta vastavalt vajadusele ja oludele.

Abstract [en]

Following graduation thesis The Development of Improvement Suggestions for Estonian Police and Border Guard Board Field Uniforms involves mapping the problems that have occurred during wearing the field uniform and making the proposals based on them to improve the field uniform. Estonian Police and Border Guard Board is Estonian government agency who is responsible for public order, border management and citizenship and migration. EPBGB started elaboration of the new field uniform in 2014, because the previous model required improvements. The refreshed field uniform was expected to be functional, comfortable and practical. The use of modern materials was also important. Procurement was made in 2018 and in 2019 the new field uniform came into use. There have been some problems with the new field uniform and in 2021 a new mini-competition is planned, where the improvement suggestions could be taken into account. Purpose of the dissertation is to develop improvement suggestions for Estonian Police and Border Guard Board field uniform. In order to see what the problems are, interviews and observations have been conducted. An online survey was held to find out what the issues were. The police field uniform is quite distinct and has a plethora of requierments. The field uniform consists of trousers, a coat with removable insulating liner, windbreaker-jacket, uniform jacket, polo shirt, summer hat, scout hat, beanie, rainwear. As an addition, undergarments are used. Before conducting the survey, the authors held interviews and observations in order to see what tasks do policemen have. Using the collected data, a survey was written. The survey had questions about the nature of work that people using the uniform have, working conditions, uniform wearing habits, how comfortable uniforms are and other specifics regarding the uniform and its use. The survey received 300 responses within 25 days and the collected answers were analysed. Policemen were not happy with chosen materials, which do not breathe, are stiff and generally uncomfortable to wear. Based on the survey it became clear that most of the pockets and extended functionality are not used, reasoning for which is generally not knowing they had them or did not understand the concept. Also choosing the right fit is challenging considering plethora of layers. The thesis approaches the issue of fitment rather than complications with materials. There were substansial issues with extended functionality, which requires to be reconsidered. The wearers also need to be explained the uniform concept as a whole and bring their attention to layers. Trousers, coat and windbeaker received most suggestions. Since trousers receive most use, they need to be comfortable. Trousers received suggetions to change the positioning of and the amount pockets. Also to improve the design in the buttock region. Trousers were said to be not warm enough for winter and not warming the lower back. To battle these issues, the buttocks region needs to be redesigned, unnecessary pockets need to be removed and sidepockets need to be redesigned to make trousers more spacious. The coat and windbreaker were suggested to use as standalone products, as they are not comfortable to use all at once. As standalone products they do not need to compatible, that makes their design simpler and more economical. The pockets need a redesign also, as mant of them are not used in real world scenarios. The windbreaker was suggested to have the sleeves redesigned so they would be easier to roll up. The thesis considers difficult issues and to develop a uniform to be used in this tremendous scale is quite challenging. Many of the designed features may be not used on the field however they make the product more expensive and more arduous to design. So it is important to consider every last detail and make the product actually useful for the end user.
