Abstract

Diplomitöö teemaks on Kuressaare rannaala planeering. Ala on ümbritsetud Kuressaare Piiskopilinnusega, üksikelamutealaga, staadioni ning spa-ja hotellidega. Olles ise Saaremaalt pärit ja üles kasvanud, kimbutas tugev tahe oma kodukoha piirkonda paremaks muuta. Hetkel ala on üldilmelt tuntud kui küllaltki lageda maastiku, millel puudub ühtne tervik ning looduslähedase keskkonnana, millelt avanevad vaated linnamärgile. Planeeringu alal asub hetkel jahtklubi ja rannahoone. Sademerohketel perioodel ja lumesulamisest tõttu esineb suurvee ja tulva probleeme, mis ka oluliselt piiritlevad planeeringuala kasutamist. Sellest tulenevalt minu töö eesmärkideks on luua uus kvaliteet, mis võimaldab erinevate olude kui ka aastaringselt ala kasutamist ning rannaala potensiaal taaselustada, luues atraktiivsem, turvalisem ja mitmekesisem avalik ruum erinevatele sihtgruppidele. Kuid puhkeala peaks jääma võrdlemisi hõredalt hoonestatuks, võimaldamaks kindlusel linnasiluettis esile tõusta. nii nagu see on eelnevalt kujunemise ajal olnud ning säiliks meeldiv ja rahulik õhkkond olemiseks ja puhkamiseks. Autori sekkumine planeeringualal põhineb teekonnal, mida on võimalik aastaringselt kasutada ning erinevates looduslikes tingimustes, vihmastel, üleujutuste perioodidel, mis esineb peamiselt sügisest-talveni ning kevade alguses, lumesulamis perioodidel. Lahendus on mitmekesine, eritasandiline ning erikatenditega. Planeeritud teekond kulgeb mööda rannikuala ühendades kohale iseloomulikke ja olulisi punkte nagu uus jahisadam, vabaõhulava, linnuvaatlustorn. Tinglikumalt on lahendatud sauna-väliujumiskompleks, pop-up living, hooajalised installatsioonid, Staadioni tn ja Supluse pst vaheline ala, mõelduna noortekeskuse ja galeriina. Planeeringuala konseptsioonilises lahenduses on inspireerituna kohast tulenevatele looduse elementidele rõhutatud, mis loob alaga tugevama sideme. Planeeringus on pakutud lahendusi, mis ei ole kohtkindlad ehk ajas muutuvam ruum vastavalt soovidele. Säilitatud on olemasolevad põhiliikumissuunad ning loodud uus oluline suund, saarlastele kui merelähedastele inimestele, mööda rannikuala ja võimendatud vaateid merele ja alale erisuundadest ja kõrgustest. Väike-Roomassaare poolsaare laudtee, mis viiks kuni Roomassaareni ja Tuulte Roosini tugevdaks sidet inimese ja mere vahel veelgi ning seoks mereäärse ala ühtsemaks tervikuks.

Abstract [en]

This thesis is about urban planning project in architecture, in the Institute of Architecture at the Tallinn University of Applied Sciences. It includes analysis and planning proposals for the bay near the old fortress of Kuressaare, in Estonia. The area is densely populated with small private houses, stadium and Spa-hotels. Being born and raised in Saaremaa, one could only hope for making or doing an effort to make place of residence better. As of now the chosen location for thesis project is known best for devoid and clear natural landscape, which is lacking one singular theme and environment, where one could view the scenery for city's landmark. There is only old yacht club and beach house. During the heavy rains the location is known to be flooded or sometimes even submerged underwater, which may hamper to use the site properly. Due to that reason the thesis aims to find and create new quality, that allows to be of use or be in use in every season regardless of bad weather and to revive seaside life, by creating more proactive, safer and diverse public space for different target groups. Even though the area should remain sparsely populated with buildings, it should strive to bring out the main silhouette of the fortress in cityscape as it has remained the greatest beacon through its time and history and the atmosphere around it could remain light and peaceful for a light stroll or occasional resting. The main intervention is based on a journey that one can take all year round in different natural environments regardless of the rains and floods that usually start in the late autumn and last til early springs, when the precipitation are highest. The solution is various, multiplane path with different covers. The planned pathway runs by the cheeks of the coast and converges different characteristic and relevant minor landmarks like peeking yacht club, floating open air stage, translucent bird watching tower. More conventional are sauna and open swimming complex, pop-up living spaces, seasonal installations, youth center and gallery. The concept of the planning is inspired by the locations light atmospheric feel that creates a single natural space that brings out and highlight the natural environmental elements, which creates a stronger connection and entity to the seaside. In the planning there are offered different solutions, which are not strictlylocked down to one place but rather organically developing space that is open to the whims and wishes of its users. The main walkways have been preserved and newly added has been the path, as the seafolk like best to stay near the sea, by the sea to amplify the views between 35 the land and sea on so many different heights. Väike-Roomassaare peninsula wooden pathway that leads to Roomassaare and to Tuulte Roos would firmly bridge the connection between the man and the sea and bind them into a more substantial whole.
