Abstract

Käesolev diplomitöö käsitleb endas planeerimisporjekti Virtsu alevikus, endise Virtsu kalatehase territooriumil ja sellega piirnevatel kinnistutel. Töö eesmärgiks on genereerida ideid hüljatud tööstusmaastike ümberkujundamiseks väljaspool suuri tõmbekeskuseid. Diplomitöö raames koostatud planeeringu kandvaks ideeks on kujundada endise Virtsu kalatööstuse alast jõulise sümbolväärtusega paik, mille erilisus oleks tajutav ka sellest merd- või maanteed pidi mööda sõites elik õhust üle lennates. Radikaalsete ümberkorralduste toel saab kalatööstuse alast nurgakivi Virtsu aleviku uuele identiteedile. Loodetavasti on diplomitöö raames välja pakutud planeeringulahendustest abi Virtsu kalatehas territooriumi tuleviku mõtestamisel. Nende esmaseks eesmärgiks on aidata paremini hoomata selle põneva paiga potentsiaali nii kohalike elanike kui kaugemalt tulijate jaoks. Ehkki kõigi ettepanekute ellu rakendamine nõuaks Virtsu mõistes utoopilist finantsinvesteeringut, võiksid nad olla suunanäitajaks kalatehase ala ja kogu Virtsu aleviku tuleviku planeerimisel.

Abstract [en]

This is an urban planning project for the area of the old fishing factory in Virtsu, Estonia. The total size of the planning area is 9,4 hectares and it is situated on the western coast of Virtsu peninsula in historic Western-Estonia, currently belonging to Pärnu county. The fishing factory in Virtsu was established in 1940’s and went bankrupt in 1999. The main reason for the downfall of the once mighty industry was the collapse of the socialist system and the inability to cope with changing conditions. The aim of these thesis is to generate ideas for redeveloping similar disused industrial areas outside of large cities. The main idea of the planning is to turn the fishing factory into a powerful and symbolic place, whose uniqueness is felt when simply passing by or flying over it. Radical redevelopment of the area provides a cornerstone for the new identity of entire Virtsu township. The author hopes that the outcomes of these thesis will help to kickstart the redevelopment of the area. The main result of this document should be a broader understanding of the area’s potential for locals and visitors. Although realising all the proposals at once would require a utopic financial investment for Virtsu’s scale, the proposals can show the way for planning the future of the area and entire Virtsu peninsula.
