Abstract

Lõputöö „Parema käe reegli järgimine kaubanduskeskuste parklates“ eesmärgiks oli analüüsida kaubanduskeskuste parklates kehtestatud liikluskorraldust ja sõidukijuhtide käitumist parklates ning tuginedes kogutud andmete analüüsile teha ettepanekuid kehtiva olukorra parendamiseks. Eesmärgi saavutamiseks olid püstitatud järgmised ülesanded: • tutvuda teoreetiliste allikatega, et uurida parema käe reegli kasutusala; • külastada Eestis ja välismaal asuvaid kaubanduskeskuste parklaid, koguda infot seal kasutuses olevatest liikluskorralduse lahedustest ning loendada liikluskorraldusest kinni pidavaid sõidukijuhte; • küsida Eesti sõidukijuhtidelt arvamust parklates kasutatavate liikluskorralduste osas; • tuginedes uuringute tulemustele teha järeldusi ja ettepanekuid kehtivale olukorrale. Analüüsitud vaatluse ja küsimustiku tulemused võimaldasid autoril hinnata parklates kasutusel oleva parema käe reegli efektiivsust. Analüüsist selgus, et hetkel parklates enim kasutatud parema käe reegel ei täida oma eesmärki. Vaatluse tulemused näitasid, et 50% sõidukijuhtidest eiravad kehtivat liikluskorraldust. Küsimustikule vastanute sõidukijuhtide seast 15% tunnistasid, et nad ei järgi parema käe reeglit. Peale tulemuste analüüsi on autor teinud omaltpoolt järgmised järeldused: • parema käe reeglit on otstarbeline kasutada väiksema intensiivsusega teedel; • suurte kaubanduskeskuste parklates on liiklusmärgid „Anna teed“ efektiivsemad, kui parema käe reegel; • parema käe reegli kehtestamise puhul parklates liiklusõnnetused juhtuvad tihedamini, kui liiklusmärkide „Anna teed“ kasutamisel. Antud lõputöö omab praktilist väärtust kaubanduskeskuste parklate omanikele, sest teadaolevalt ei ole varasemalt parema käe reegli järgimist kaubanduskeskuste parklates süviti analüüsitud. Tehtud ettepanekud aitavad kaasa parklate liikluskorralduse sõidukijuhtidele arusaadavamaks muutmisele, mis vähendab liiklusõnnetuste arvu ning tõstab parklate liiklusohutust. Samuti antud töös esitatud ettepanekud võivad abiks olla muude asutuste parklates.

Abstract [en]

The following graduation thesis Following the Priority to the Right Rule in Shopping Malls’ Parking Lots analyzes the situation with traffic management and drivers’ behavior in shopping malls’ parking lots in Estonia. Primary purpose of this thesis is to determine if drivers in Estonia follow the ‘priority to the right’ rule while driving in parking near shopping centers. Author examines different ways of using the ‘priority to the right’ rule in different countries, including Belgium, Estonia, France, The UK and the USA, as a theoretical part of this thesis. The psychophysiological effect on driver’s skills was examined as well. There were used two major methods of collecting data to work with: • visit parking lots near shopping malls to observe traffic signs used to regulate traffic and count drivers following or ignoring driving rules and systematize data by dividing drivers into different groups; • create a questionnaire for Estonian drivers to obtain data about their point of view on the situation. The results of collected data analyze were used to conclude the thesis and propose new methods of traffic management in parking lots. The data obtained during observations of 10 parking lots showed that a half of drivers in Estonia do not follow the rule of priority to the right. Observations made in Latvia and Finland showed that there are other methods of traffic management providing better quality of traffic organization. The questionnaire results showed that 15% of drivers do not yield to a driver arriving from the right although they do know that they should to. The ‘Yield’ road signs were chosen as preferable way of assigning priority in shopping malls’ parking lots by 76% of respondents. Based on analyzed data next conclusions were made: • ‘priority to the right’ rule is a good traffic management solution to be used in rural areas; • the ‘Yield’ road signs are more effective in big parking that the rule of priority to the right; • if ‘priority to the right’ rule is used in parking lot, there is a higher chance of road accident than in case of ‘Yield’ road signs. According to the analyzed data author proposed two different methods of traffic management, either one can be used instead of the ‘priority to the right’ rule. The first method is to use ‘Yield’ road signs at every intersection in the parking. The second method is to use a circle-formed one-way roadway with one enter and one exit and parking spot areas inside the circle. This thesis is useful to shopping centers’ owners to decrease the number of car accidents and make traffic management in the parking lots safer.
