Abstract

Käesoleva lõputöö raames koostatud tegevuskava on garantiiperioodil puuduste avastamiseks ja nende likvideerimiseks, AS Nordecon näitel. Koostatud tegevuskava on kooskõlas kehtivate teedeala määruste ja nõuetega ning täidab ettevõttes püstitatud kvaliteedieesmärke. Loodud tegevuskava on kirjeldatud ettevõtte kvaliteedijuhtimissüsteemi kuuluval juhendil ja viidatud garantiiperioodi protseduuris. Sellega on ülevaatus muutunud NCN-i ettevõttesiseseks kohustuslikuks täitmiseks. Koostatud juhendi alusel saab garantiiperioodiaegseid ülevaatusi teostada ettevõtte teedeala spetsialist, selleks täiendavat väljaõpet omamata. Personali vahetumise või asendamisega süsteemis täiendavaid muudatusi ei ole vaja teha, sest järgides juhendit ja kehtivaid Maanteeameti nõudeid teede defektide inventeerimiseks on ülevaatuste teostamine jõukohane kõigile teedeala inseneridele. NCN-i teostatud tööde üldine seisukord garantiiperioodil selgub pärast kõikide käesoleva juhendile allutatud objektide ülevaatust ja leitud defektide defektisummade võrdlemisel kehtestatud määradega ja ettevõttesiseselt püstitatud eesmärkidega. Ülevaatused käivitusid 2014. a. kevadel, kuid süsteemi efektiivseks rakendamiseks on vaja koguda andmeid vähemalt 2-3 ülevaatuselt, mis võimaldab paremat analüüsimist. Loodud tegevuskava ja koostatud juhendi alusel saab tervikülevaadet teede seisukorrast ja antud info hakkab jõudma töid teostanud isikuteni ja ka ettevõtte juhtideni. Suurem teadlikkus olemasolu võimaldab edaspidi langetada paremaid ja efektiivsemaid otsuseid. Tekib kohustus oma tööd analüüsida, leida põhjused tekkinud probleemidele, kõrvaldada puudused ning anda parendusettepanekud. Kogutud info alusel langetatud otsused vähendavad edaspidi tagajärgedega tegelemist ja rõhk suunatakse rohkem ennetavale tegevusele. Tagatud on andmete kogumine ja säilitamine. Pidev monitooring defektidele, nende edasiarenemisele ja teostatud parandustöödele muutub rutiinseks tegevuseks ja ülevaatlik info on kõigile kättesaadav. Lõputöö teises osas on kirjeldatud enamlevinud defektid ja nende kaardistamise reeglid ning esitletud on defektide tekkepõhjused. Defektide tekkepõhjused ja remonditehnoloogiad ei ole hetkel absoluutne tõde ja see hakkab ajas muutuma vastavalt ülevaatustelt saadud infole ja analüüsile. Ülevaatustel keskendutakse peamiselt katendile ja peamised defektid on põhjustatud suurenenud liikluskoormusest, ebakvaliteetsetest materjalidest ja/või halvast töökvaliteedist. Tegevuskavas on soovitus luua nn defektikaardid, milledele saab koguda analüüside ja monitooringu käigus leitud infot tekkepõhjuste ja parimate parandustehnoloogiate kohta. Sellega loodaks insenertehnilise info andmekogu, mis on ettevõtte töötajatele vajalik töövahend. Ettevõttes käivitatud garantiiülevaatuste teostamine, andmete kogumine ja analüüs arendavad ettevõtet siseselt ja loovad hea aluse veel kvaliteetsema töö teostamiseks.

Abstract [en]

The subject of this graduation thesis is an action plan for detecting as well as eliminating the defects during the warranty period on the compiled road constructions by Nordecon AS. The quality goal of Nordecon AS (NCN) is to ensure the consistent quality of all the completed works during the warranty and exploitation period and to prolong the safety and ease of use of the roads and facilities constructed, thereby enhancing the company's reputation, competitive advantage and to reduce extra costs. During the warranty period there was no obligation to check the condition of the completed works in the management system of NCN and in the company in general. The author of the current final thesis has created an action plan that provides guidelines for the management of inspections of the roads and facilities during the warranty period, describes the sequence of activities and the connections between them. The second half of the thesis consists of the descriptions of most common causes for defects and of the analysis, in which recommendations are given for the warranty period regarding practical correction methods. The inspections focus on the warranty period (five years for roads and facilities) and include construction objects with a valid NCN warranty. The aim of the inspection during the warranty period as prepared and described in the final thesis, is to create a comprehensive picture of the condition of the roads, based on which to implement measures in order to keep the roads and facilities in working order and in good condition and to extend their lifespan. By carrying out regular checks, the damages that occur are detected at an early stage and small-scale weighed repairs are carried out if necessary. In this way, the exploitation age of a road or a facility is significantly longer and less human and financial resources are spent on the maintenance. The observations made during the inspections and the later monitoring of the repair works give an overview of the effectiveness of the works carried out and necessary information is collected for the internal development of engineering technical activities for the roads. The results of the analysis provide, in turn, an input for the preparation of further procurements and for the execution of works. The action plan has been compiled in stages: planning, inspection, repairing activity and the end of the warranty period. The compiled guide is immediately applicable for objects with a valid warranty, and during the compilation of the thesis first empirical inspections were carried out. In summary, it can be said that in general a road construction is seen as a whole, but as the output of the current action plan, greater emphasis will be put on the pavement during the inspections, the poor quality of which would overshadow high-quality appurtenances and facilities. The planned inspections ensure an overview of the limit state and of the safety of the roads and facilities, as well as of the defects or damages that have occurred, providing the necessary information for the repair and engineering technical research works. The idea of an inspection set and launched by the quality department of NCN has been well received by the construction department, and they expect results with interest, which constitutes a direct feedback on the work they have performed. The compiled action plan is in accordance with the valid regulations and requirements regarding the area of roads and meets the quality goals set by the company. The created action plan is described in the guidance that forms part of the company's quality management system and is referred to in the procedure of the warranty period. With this the inspection has become a mandatory internal function in NCN. Based on the compiled guidance a road specialist can perform the inspections during the warranty period without any extra training. No additional changes are needed in the system in case of a change or replacement of the personnel because all road engineers are capable of carrying out inspections following the guidance and the valid requirements for taking stock of the road defects issued by the Estonian Road Administration. The information collected following the created action plan and the prepared guidance provides a comprehensive overview of the condition of the roads, and it reaches the people who have executed the works and the corporate managers. The existence of information enables better and more effective decisions to be made in the future. An obligation rises to analyse one’s work, to find the reasons for the problems encountered, to eliminate the deficiencies and to give suggestions for improvement. The decisions made based on the collected information reduce the need to deal with the consequences in the future and the emphasis is placed more on preventive action. Collection and storage of data is guaranteed. Continuous monitoring of defects, of their further development and of the executed repair works becomes a routine action and comprehensive information will be available to everyone. The execution of warranty inspections launched in the company, collection and analysis of data contribute to the internal enhancement of the company and create a good foundation to execute work of even higher quality.
