Abstract

Lõputöö eesmärgiks oli uurida teedeehitusmaterjalide vastavushindamise protsessi. Töös on tehtud kokkuvõte seadusandlusest, vastavuse tõendamise alustest ja põhimõtetest, lisatud on väljavõtte teedeehitusmaterjalide harmoneeritud standarditest. Käsitletud on ka teedeeehitusmaterjalide katsetamist, eelkõige õiget proovide võtmist, kuna see on materjali kvaliteedi tõendamise aluseks. Ehitustoodete vastavuse hindamise kõige olulisemaks dokumendiks on olnud ehitustoodete direktiiv 89/106/EMÜ, mille põhieesmärk oli kõrvaldada tehnilised kaubandustõkked ehitustoodete valdkonnas. Alates 01.07.2013 on ehitustoodete direktiiv kehtetu. 1. juulil 2013 jõustus Ehitustoodete määrus 305/2011, mis asendab Ehitustoodete direktiivi ja muudab CE-märgistuse paljudele ehitustoodetele kohustuslikuks. CE-märgis annab teada, et toodet hinnati enne turule laskmist ning see vastab kehtestatud nõuetele. CE-märgise tootele kinnitamise, tehnilise dokumentatsiooni ja toimivusdeklaratsiooni koostamisega deklareerib tootja omal vastutusel toote vastavust asjaomastes õigusaktides sätestatud nõuetele ja kinnitab, et vajalikud hindamised on tehtud. Pärast turule laskmist on CE-märgisega tooted turujärelevalveasutuste kontrollimise objektiks. Peale selle tagavad riiklikud ametiasutused CE-märgist käsitlevate nõuete kohase rakendamise ning jälgivad võimalikke rikkumisi ja väärkasutamist.

Abstract [en]

The purpose of the final thesis is to study a process of road construction materials conformity assessment. The author reviews the legal acts, basics and principles of verification, also a list of road construction harmonised standards is added. The research also deals with engineering material testing, firstly, correct sampling as it is a basis for material conformity verification. The majority of construction products have to be CE-labelled, i.e., they must conform to all relevant harmonised standards and their conformity must be verified. Road building materials and products, similar to other building products, are governed by the Construction Product Regulations 305/2011, which seeks to guarantee safety of construction products and general conformity for designated use and to eliminate trading barriers between member states. The regulation specifies product major characteristic, more detailed requirements are given in technical specification, predominantly, in the relevant standards. Following the standards guarantees that testing methods and ways of declaring results are the same in all of the member states (levels of the required values may differ from state to state). Apart from technical specification the standard also defines the procedures for conformity assessment, verification system and requirements for related documents. In order to ensure better safety manufacturer has to bring in independent party for verification of products responsible for fundamental tasks in structures (notified certification and inspection institution or testing laboratory). If manufacturer has done everything for verification of necessary product conformity with the requirements and the conformity with the standard has been achieved, he draws a declaration of performance and gets a right and the obligation to label product with CE mark. By placing CE mark on product, drawing technical documentation and declaration of performance, manufacturer declares his responsibility for product conformity with the requirements specified in legal acts and confirms that the necessary assessments were done.
