Abstract

Uurimuse käigus selgus, et tegeletakse enamuste kutsestandardis toodud tööülesannetega, kuid neile pühendatakse keskmiselt tööpäevas vähe aega. Tuli välja, et ettevõtteti keskendutakse erinevatele valdkondadele ajaliselt ebaühtlaselt. Kohati tegelevad logistika tegevuste korraldamisega töötajad, kelle põhitööks on muu. See pärsib töö kvaliteeti. Logistikajuhtidesse suhtutakse üha enam kui uuendajatesse, kes seisavad suurepärase äritegevuse taga. Nende tegevused keskenduvad ettevõttesisestele eesmärkidele, mis on suunatud ettevõtte omakapitali suurendamisele. Logistikajuhi töökohustusteks on: transpordi juhtimine, ladude juhtimine, varude juhtimine, hangete ja ostude juhtimine, materjalijuhtimine ja tootmise planeerimine, tarneahelate ja võrgustike juhtimine, logistikastrateegiate välja töötamine ning logistikasüsteemide aredamine, klienditeeninduse juhtimine, logistikavaldkonna personali arendamine, riskide juhtimine ja keskkonnajuhtimine. Kõikides nendes valdkondades peab logistikajuht koostama protseduurireeglid ja tööjuhendid, rakendama jälgimis- ja kontrollmeetmed, aga tulemuste põhjal saab öelda, et kõik juhid seda ei tee. Et muuta ettevõtet konkurentsi võimelisemaks, tuleb võimalikult maksimaalselt juhinduda kutsestandardist. Logistikajuhi tööülesandeks on tegeleda logistika strateegilise ja taktikalise juhtimisega, mitte niivõrd operatiivse poolega. Uuringust selgus, et tegeletakse siiski ka operatiivse poolega. See tuleneb sellest, et praktikas ei ole tootmisettevõtetes logistikajuhi amet lõplikult välja kujunenud ning mitmel juhul puudub logistikameeskond, kellele operatiivseid ülesandeid delegeerida. Tulemusena on logistikajuhtide vastutuse ulatus ettevõtetes lai ja enamik logistikajuhte tegeleb vähemal või suuremal määral erinevate protsesside korraldamise ja kontrollimisega. Erinevused vastustes tulenevad näiteks sellest, milline on ettevõttes tööjaotus ja kes on erinevate valdkondade eest vastutavad töötajad. Parendusettepanekud: • moodustada logistika meeskond, mis võimaldab logistikajuhil koostada strateegilisi/taktikalisi plaane, mitte tegeleda operatiivtööga; • õppekavadesse integreerida rohkem majandusalaseid aineid, et juht oleks majandusanalüüside koostamisel pädevam; • korraldada personali täienduskoolitusi järgnevates valdkondades: infotehnoloogia, võõrkeeled, laotöö korraldus, töödistsipliin, allüksuste koostöö, klienditeenindus, toll, varude juhtimine, tarneklauslid, veoriskid, kindlustus, ostmine ja hankimine; • värvata kõrgharidusega isikuid logistikajuhtideks (eelistatavalt magistrikraadiga); • töökorralduse aluseks võtta kutsestandardi kompetentsid.

Abstract [en]

The title of this thesis work is „The activities of a logistics manager for enhancing the competitiveness in a production company“. The subject is vital because logistics managers play a major role in the economic success of a company. The purpose of this thesis was to find out what are the logistics manager work objectives and role in business. The intention was to compare the fulfillment of duties between logistics managers in different companies, by taking the seventh level of professional standard as the basis. The theoretical part explains the logistics manager role in conducting and managing the logistical processes. It also points out the required skills, knowledge and personal qualities of a logistics manager. The conducted poll results of manufacturing companies were analyzed in the empirical part of the thesis. Eleven companies took part of the survey, where at least one hundred people work. The food and drink industry were left out of the survey. The study revealed that most logistics managers deal with the duties listed in the professional standard but the average time dedicated to these duties was quite low within a normal work day. It was found that the time spent on different objectives was very uneven between companies. At times, the logistical duties were dealt by people who do not even specialize in the field of logistics. Logistics managers are increasingly regarded as innovators who stand behind the excellent business accomplishments. Their activities are focused on company’s internal objectives, which are aimed to increase the company’s equity. In order to make the company more competitive, it is necessary to follow the guidelines of the professional standard. The logistics managers duties are: transport management, warehouse management, inventory management, procurement and purchasing management, material management and production planning, management of supply chains and networks, developing logistical strategies and systems, customer service management, the development of personnel in the field of logistics, risk management and environmental management. In all these areas, the logistics managers must create rules of procedure and work guides, implement monitoring methods and measures to control the work. The analysis shows that all managers do not arrange these assignments. As a result, the degree of a logistics manager responsibility is wide and most logistics managers deal with the managing and controlling of different processes to a lesser or greater extent. For example the differences in the survey answers are due to the work allocation in a company and who are the responsible employees in different areas.
