Abstract

Lõputöös pealkirjaga „Viraksaare küla ÜVK rajamine, Paide linnas 2012 – 2019“ antakse ülevaade Viraksaare ÜVK projekti elutsüklist alates projekti kavandamisest kohaliku omavalitsuse arengukavas, projekti finantseerimisele esitatavatest nõuetest ja vajalikust tegevusest kuni ehitustööde teostamise ja üleandmiseni. Töö annab ülevaate projekti elluviimise erinevatest etappidest ja tegevustest lõpliku eesmärgi saavutamiseks töövõtja poolt vaadatuna. Samuti juhitakse diplomitöös tähelepanu suurimatele esinenud probleemidele nii antud projekti kui ka sarnaste projektide elluviimisel. Probleemide käsitlemisel on esitatud ka konkreetsed parendusettepanekud analoogsete ÜVK projektide sujuvamaks ja efektiivsemaks elluviimiseks ning sellega kaasnevate riskide maandamiseks. Kesksel kohal on lõputöös maaomandi küsimused ÜVK projekteerimisehitustööde hangete teostamisel. Maaomandi puudulik käsitlemine või tähelepanuta jätmine kohaliku omavalitsuse poolt oleks halvimal juhul võinud lõppeda üle 2 miljoni eurose toetuse tagasi küsimisega SA KIK-i poolt, kuna rakendusüksusel tekkinuks toetuse tagasinõude võimalus kui rahastamise taotluses kirjeldatud projekti eesmärk oleks jäänud sihtfinantseerimise lepingu tähtajal saavutamata. Kõik sellega kaasnevad kulud oleks tulnud kanda projekteerimis-ehitustööde tellijal AS Paide Vesi. Viraksaare küla ÜVK rajamisel olid suurimaks probleemiks kohaliku omavalitsuse poolt lahendamata maaomandi küsimused, mis ehitustööde teostamise ajal päädisid kohtuvaidlusega Paide linna ja maaomaniku vahel, põhjustades sellega rahalist kahju nii tööde tellijale AS Paide Vesi kui ka ehitustööde teostajale AS Trev-2 Grupp. Töös on esitatud konkreetsed ettepanekud sarnaste ohtude ennetamiseks ja riskide maandamiseks. Lisaks eelnevale on töös välja toodud üldised puudused ÜVK projekteerimis-ehitustööde hangete läbiviimisel, juhtides tähelepanu asjaolule, et sageli on ÜVK hankedokumentides toodud lähtetingimused või eelprojektid puudulikud. Nimetatud asjaolu seab hankel osalevad ehitusettevõtted ebavõrdsesse ja keerulisse olukorda, kus on äärmiselt raske esitada pakkumus võtmata suuri riske. See omakorda põhjustab ebakindlust ehitusmaksumuste kalkuleerimisel ning suuremat ala- või ülepakkumiste tõenäosust. Käesolevas töös on ka rõhutatud sarnaste ÜVK hangete korraldamise puhul strateegilise planeerimise ja kommunikatsiooni olulisust. Kirjeldatud on tegevused tänu millele õnnestus algselt planeeritud umbes 1%-se kasumi ootusega projekt lõpetada peaaegu 9,5%-se kasumiga. Ehitustööde maksumuseks oli seejuures ligikaudu 1,3 miljonit eurot. Selline tulemus sai teoks vaid tänu strateegilisele planeerimisele ning osapoolte omavahelisele koostööaltile suhtlusele.

Abstract [en]

In the following thesis Development and Construction of Public Water Supply and Sewerage System in Viraksaare Village, Paide, in 2012 – 2019, a overview is provided of the life cycle of the project for the Viraksaare public water supply and sewerage system starting from project planning in the local government development plan, the requirements for project funding and the necessary activities up to the completion and delivery of the construction works. The thesis provides an overview of the different stages of project implementation and activities to achieve the final objective as seen by the contractor. In the thesis, attention is also drawn to major problems encountered in the implementation of the given project and similar projects. In handling the problems, specific suggestions are made for making the implementation of similar public water supply and sewerage system projects smoother and more efficient and mitigating the associated risks. The focus in the Diploma thesis lies in land ownership issues in the implementation of procurements for the design and construction of the public water supply and sewerage system. The inadequate handling or neglect of land ownership by the local government could, in the worst-case scenario, have resulted in the recovery of the grant funds in the amount of over 2 million euros by the Environmental Investment Centre because the final beneficiary would have had the possibility of recovering the grant funds if the objective of the project as described in the funding application had not been achieved during the validity of the targeted financing agreement. All related expenses should have been incurred by the party ordering the design and construction works, AS Paide Vesi. The biggest issue in setting up the public water supply and sewerage system in the Viraksaare village was the issue of land ownership unresolved by the local government, which during the construction works ended in court action between Paide town and the landowner, causing financial loss for both the customer AS Paide Vesi and the construction contractor AS Trev-2 Grupp. The thesis presents specific proposals for preventing similar risks and mitigating such risks. Furthermore, the author of the thesis highlights general shortcomings in the procurement of design and construction works for public water supply and sewerage systems, pointing out that the source conditions or preliminary projects as set out in the procurement documents for the public water supply and sewerage systems are often incomplete. This fact places construction companies participating in a procurement in an unequal and complicated position where it is extremely difficult to submit a tender without taking major risks. This, in turn, causes uncertainty in the calculation of construction costs and a higher probability of underbidding or overbidding. In the thesis, the importance of strategic planning and communication in organising similar public water supply and sewerage system procurements. Activities have been described, by virtue of which the project that was originally expected to end in a profit of about 1%, ended in a profit of almost 9.5%. At that, the cost of construction works was approximately 1,3 million euros. This result was achieved only through strategic planning and cooperative communication between the parties.
