Abstract

Käesolev diplomitöö käsitleb endas mahukat planeerimisprojekti Valga kesklinnas, olemasoleva turu ja endise jõusööda tehase territooriumile, et muuta piirkond aktiivseks, inimsõbralikuks ja avatuks külastajatele. Töö keskendub Valga linna ühele enim külastatavale kvartalile, olles üheks olulisemaks kaubandus- ja äripiirkonnaks kohalikele. Diplomitöö põhieesmärgiks oli idee rajada Valga linna kaasaegne turu- ja ärikvartal, mis koondaks kokku erinevaid ettevõtteid ning looks atraktiivse linnakeskkonna kohalikele ja Valgat külastavatele külalistele. Oluline on, et loodav struktuur oleks energiasäästlik ning võimaldaks luua uusi töökohti. Ala peab olema eeskujuks linlastele, et näidata Valga jätkusuutlikkust, mis omakorda vähendab kohalike elanike lahkumist suurematesse linnadesse. Antud ala elavdamine tõstab uue Valga keskväljaku ning Valga linna turu- ja ärikvartali vahelise ala läbikäidavust, mis omakorda suurendab kesklinna hoonete korrastamist ning elustamist. Samuti oli oluline, et ala muutuks kõigile kättesaadavaks ning ühendaks uusi ja olemasolevaid elukvartaleid. Antud lõputöö eskiisprojekti lahendus võimaldab alustada läbirääkimisi eraomandis krundiomanikega. Varasemalt on puudunud ühine visioon-terviklahendus, mille poole pürgida. Uue lahendusena säilitatakse olemasolev ettevõtete koosseis, olemasolevate asutuste toomine kaugemalt kvartalisse ning lisaks luuakse uued kaasaegsed kontoripinnad, üürikorterid, meelelahutusega tegelevad asutused, uued pargid ja avalikud väljakud. Töö oluliseks osaks on olnud ka roheline mõtteviis. Planeeringuala kvartalit läbivad laiad risti- kui ka pikisuunalised kergliiklusteed. Planeeringuala edelaossa jääb segakasutusega hoone, mille sisehoovi on loodud vaba aja veetmise ning selle lähedale sportimisvõimalused. Elupinnad hoiavad kvartalit ka õhtusel ajal aktiivsena. Kaguosas säilib jaeketi Maxima hoone, mille taha rajatakse Kalmistupargi pikendus. See lubab kergliiklejatel kasutada kogu ala potsentsiaali. Tegeleda spordiga välijõusaalis, jalutada maitsetaimede pargis või Rongipargis. Ala kirdeosasse jääb Kalmistupark, mille lõunaossa luuakse skatepark, mis muudab planeeringuala ka noorte seas atraktiivseks. Kalmistupargist lääne poole jääb uus kaasaegne turuhoone, mis elavdab kohaliku kauba tarbimist ning linnaelu sotsiaalset poolt. Ala loodeosasse on planeeritud vabaajakeskus, kuhu on koondunud erinevad vaba aja veetmise võimalused. Turuhoone, vabaajakeskuse ja Maxima vahelisele alale jääb suur plats, mis on mõeldud suuremate laatade läbiviimiseks. Isidori kiriku esine ala on muudetud väligaleriiks, kus linlane saab kultuuri nautida. 35 Kvartal aitab siduda Valga kesklinna ühtseks läbimõeldud tervikuks, koondades inimesi ning luues tugeva südalinna, mis on aluseks jätkusuutliku linna arenguks, kus inimestel on hea ja turvaline olla.

Abstract [en]

The aim of this thesis is to deal with a large-scale planning project in the center of Valga, on the territory of an existing market and a former feed factory, to make the area active, human-friendly and open to visitors. The work focuses on one of Valga's most visited quarters, being one of the most important commercial and business districts for the locals. The main objective of this thesis was to create a modern market and business district in the city of Valga, which would bring together different companies and create an attractive urban environment for local guests and visitors. It is important that the structure to be created is energy-efficient and that it will create new jobs. The area must serve as a model for the citizens to demonstrate the sustainability of Valga, which in turn reduces the number of local residents leaving to larger cities. The revival of this area will increase the accessibility of the new Valga central square and the area between the market and business district of Valga, which in turn will increase the refurbishment and revitalization of downtown buildings. It was also important for the site to be accessible to all and to integrate new and existing quarters. The solution of this final thesis project allows to start negotiations with privately owned landowners. In the past, there has been no common vision solution to strive for. As a new solution, the existing corporate structure will be retained, bringing existing institutions further into the quarter, and in addition, new modern office space, rental apartments, entertainment institutions, new parks and public squares will be created. Green thinking has also been an important part of the work. Wide crossroads as well as longitudinal light roads cross the planning quarter. In the southwestern part of the planning area there is a mixed-use building, supported by leisure facilities and sports facilities. Living quarters also keep the quarter active during the evening. In the southeast, the Maxima building of the retail chain is maintained, behind which an extension of the Cemetery Park is built. This allows light traffic users to use the entire area's potential. Take a sport in the outdoor gym, walk in the Herbs Park or Train Park. In the northeastern part of the area there is the Cemetery Park, where a skate park is created in the south, which makes the planning area attractive to young people as well. To the west of the Cemetery Park, there is a new modern market building that stimulates the consumption of local goods and the social side of urban life. In the northwestern part of the area there is a leisure center with various leisure activities. There is a large square in the area between the market building, the leisure center and Maxima, which is designed for 37 larger fairs. The area of the Isidor Church has been transformed into an outdoor gallery where the citizen can enjoy culture. The quarter helps to link Valga to the city center into a well-considered whole, bringing people together and creating a strong city center, which is the basis for a sustainable city where people are safe and well.
