Abstract

Lõputöö eesmärgiks oli uurida kuidas ja millega AS Eesti Teed Lääne-Virumaal talihoolet teostab ja mida saaks teha teistmoodi või paremini. Lõputöö käigus selgus, et muutunud seisunditasemed on toonud suure lisatöö, nõuded on tagatud, kuid liiklejat see ikka ei rahulda. Töö autor tegi ettepanekuid talihooldajatele, Padaorule eraldi ja andis omapoolse hinnangu AS-i Eesti Teed erastamise kohta. Lõputöö autori arvates tuleks Ecofleet (Fleet Complete) jälgimissüsteemi rohkem ettevõtetesse juurutama hakata, kuna see on oluline, väga vajalik ja lihtne lahendus, et jälgida oma masinaparki ja teha tagantjärele analüüse, nii talve kui suveperioodidel. Lisaks arvab autor, et teistel ettevõtetel on hea võimalus teha lepinguliselt koostööd talveperioodidel AS-iga Eesti Teed ja lihtsustada teemeistrite tööd, saades kogu info ilmaennustuse kohta nende teeinfokeskusest ja vajadusel küsida nõu sealt. Autori arvates võiks väga külmal ajal kasutada puistematerjali asemel lihtsalt kuiva soola, sest masinad on kohe soolapuisturiga valmis ja nii on operatiivne välja sõita. Samuti hommikustel aegadel kui temperatuurid on soodsad kevadisel ajal ja on härmatis, mis on kerge libedusetekitaja, kasutada märga soolalahust, mida saab puistada kombipuisturiga, mis liigub kiiremini kui tavaline talihoolet tegev masin ja seetõttu saaks libedusele kiiremini jaole. Veel tuleks autori arvates paigaldada mõned teeilmajaamad ja teekaamerad mõnele tugimaanteele Lääne-Virumaal paremaks teede ülevaateks ja jälgimiseks. Eraldi tõi autor Padaorule lahenduse sellepärast, et see koht on iga-aastane murekoht teehooldajale kui on sadamas rohkelt lund ja tuleb jälgida kriitilisema pilguga. Lahenduseks pakkus autor nutikad liiklusmärgid ja infotablood, kuna nendel on võimalik reaalajas kuvada teeseisu kohta kogu info ja ka vajadusel suunata liiklejad ümbersõidule. AS-i Eesti Teed erastamisest arvas autor, et ettevõtte erastamisega kaasneks palju edasi arenemist ja palju võimalusi uutel turgudel, kuna ei oleks enam otsustajaks riiki, kes suuremad otsused ise teeb. Kokkuvõtlikult arvab autor, et nende ettepanekute rakendamine parandaks oluliselt Lääne-Virumaa talvist teede korrashoidu ja kõigile oleks tagatud liiklejate parem rahulolu ning üldine liiklusohutus.

Abstract [en]

The title of this thesis is The Development of Winter Maintenance on the State Roads of Lääne-Viru county. The purpose of this thesis was to examine how and by what means winter services are provided by AS Eesti Teed in Lääne Viru county and what could be done otherwise or better. In the course of writing this thesis, it was revealed that changed conditions had entailed additional work and although the requirements were fulfilled, it still did not satisfy road users. The author of this thesis provided suggestions for winter service providers, thereat separaate recommendations for Padaoru and presente her own assesment of the privatization of AS Eesti Teed. According to the author of this thesis, Ecofleet (Fleet Complete) tracking system should be introduced more to companies, as it is an important very necessary and simple solution that allows them to monitor their machine park and to produce retrospective analyses both during the winter and summer periods. In addition, she thinks that ohter companies enjoy a valuable opportunity of cooperating with AS Eesti Teed in winter and simplifying the work of road supervisors, getting all information about weather forecasts from the road information center and if necessary, asking advice from there. In the author’s view, one could use dry salt instead of bulk material during a very cold season, since the machines would be prepared immediately with salt spreaders, and that ensures operational excellence. Also in the morning, when temperatuures are favorable at springtime and vet there is frost that could undoubtedly make roads slippery, one could employ a wet saline solution that can be spread using a combi spreader, which moves faster than the conventional machine used for winter services, therefore its use would help resolve the probleem of slippery roads more expeditiously. Furthermore, according to the author, road weather stations and road cameras should be installed on some Basic roads in Lääne-Viru county for better overview and supervision of the roads. The author proposed a solution to Padaoru because this place remains an annual concern for service providers when there is plenty of snow in the port and it needs to be monitored with a critical look. In solution, she offered smart traffic signs and informational scoreboards, on which all information about the state of the road in real time can be displayed and if necessary, there can also be signs that direct road users to take a detour. The author’s opinion about the privatization of AS Eesti Teed was that the company would thus involve much further about development and many opportunities in the emerging markets since the significant decisions would no longer be decided by the state. In conclusion, the author believes the implementation of these proposals would significantly improve road maintenance during the winter periood in Lääne-Viru county ensure that road users are more satisfied with the conditions and guarantee general road safety for everyone.
