Abstract

Valge raamat on Euroopa Komisjoni transpordipoliitikat kujundav dokument. Valge raamatu punkt 2.5 sätestab kogu Euroopa ühiseks eesmärgiks vähendada fossiilsetel kütustel põhinevate autode osakaalu poole võrra aastaks 2030. Samuti seati Valge raamatuga pikaajaline ambitsioonikas eesmärk kõrvaldada 2050. aastaks linnaliiklusest kõik fossiilsetel kütustel põhinevad autod. Uurimistöö objektiks on transporditeenuse tellijad, kuna uue tehnoloogia kasutuselevõtuga kaasnevad kulutused, millest osad on ühekordsed ja osad püsivad kulud. Eeldatava hinnatõusu leidmiseks võeti töö käigus ühendust Pettom Vedudega, eesmärgiga saada uus veoteenuse hinnapakkumine ning selle tulemusel arvestada välja hinnatõus ühe aluse kohta. Hinnapakkumise saamise eelduseks oli autoripoolsed sisendid Pettom Vedudele. Pärast hinnapakkumise saamist, kasutati uue teenuse hinnatõusu saamiseks andmeid kaubamahtudest, mis olid saadud struktureerimata intervjuust DHL Logistics Estonia OÜ esindajaga. Kogutud infost tulenevalt oli hinnatõus 57,65% töö kirjutamise hetkel kehtinud hinnast. Hinnatõusu suurimaks mõjutajaks oli soetusmaksumus, mis oli arvutuste tulemusel 1,98 korda suurem kui tavapärane diiselveduk. Ülejäänud kulud seoses elektrilise vedukiga ei tõusnud, sest veeremi komponendid on samad, mis traditsioonilistel vedukitel. Ainult hooldusmaksumus on 50% väiksem, kuna elektrilises ajamis on vähem komponente, mida hooldada. Uurimistöö käigus kogutud informatsioonile tuginedes tegi autor ettepaneku hüvitada tagaluukvedukite hinnavahe avalikul tasandil. Subsideerimise tulemusel kompenseeritaks kõige suuremat transporditeenuse hinna mõjutajat ning makstav toetus oleks ühekordne. Antud lahend ei lisa täiendavat koormust pikema perioodil, sest pärast esimest vedukite vahetamise lainet ostetakse uusi vedukeid vähem. Pakutud lahend vähendaks kohaliku transpordi turul võimalikke kõikumisi ning juurutaks täiendavat stabiilsust.

Abstract [en]

The White Paper is the European Commission's document on transport policy. Point 2.5 of the White Paper sets a common goal for Europe to reduce the share of fossil fuel cars by 2030 by 50%. The White Paper also set a long-term ambitious target to eliminate all fossil fuel-based cars by 2050. The subject of the research is the the transport orderers, as the introduction of new technology entails costs, some of which are one-time and some of the fixed costs. In order to find the expected price increase, Pettom Veod OÜ was contacted in order to get a new price offer for the transport service and as a result, to calculate the new price increase per pallet place. For getting the price offer, there were necessary inputs needed by the author. Data on trade volumes obtained during an unstructured interview with a representative of DHL Logistics Estonia OÜ was used to calculate the new service price increase based on the the price offer. According to the information collected, the price increase for the transport service at the moment of writing the thesis was 57.65%. The biggest impact of the price increase was the acquisition cost of the electric vehicle, which, as a result of the calculations, was 1.98 times higher than the conventional diesel one. The rest of the cost of the electric truck did not increase, as the chassis components are the same as those of conventional trucks. Only the cost of maintenance is 50% lower, as there are fewer components in the electric drive to maintain. Based on the information gathered during the research, the author proposed to compensate for the difference in the price of tailgate trucks at public level. Subsidies would compensate for the most influential impact on the price of the transport service and would be one-time. This solution does not add any extra burden for a longer period of time, as fewer new trucks are purchased after the first wave of truck replacement. The proposed solution would reduce potential fluctuations in the local transport market and introduce additional stability.
