Abstract

Ülgase pilpaküla võeti 1980. aastal kasutusele rendimaana, aiasaaduste kasvatamiseks ning maa-ala on asustatud juba 35 aastat. Kunagine fosforiidikaevandus, mis asus pilpaküla kõrval, jagas oma töötajatele aianduse krunte. Lisaks tegi Nõukogude Liit toitlustusprogrammi, mis nägi ette, et igal perel peaks olema oma peenramaa. Seega eraldati Ülgase pilpaküla alale veel krunte. Alates sellest ajast on sellel alal toimunud ebaseaduslik ehitustegevus, mille tulemusel on sinna elama asunud elus hätta jäänud inimesed. Küla on ajaga kasvanud 98 ha suuruseks massiivseks planeerimata alaks. Selliseid planeerimata külasid on Eestis mitmeid ja nendega tegelemine käib omavalitsustel üle jõu. Külades on levinud kuritegevus, suur on tuleoht ja toimub pidev heakorra rikkumine. Pilpakülad on tavaliselt suurlinnade lähedal, mis piiravad linnade võimalusi laienemiseks ja nende lähialade planeerimiseks. Omavalitsused on proovinud erinevaid lähenemisi sealse olukorra parandamiseks, kuid kõikide osapoolte huve on raske rahuldada. Käesolev diplomitöö annab ühe loomingulise lähenemise sellise olukorraga tegelemiseks. Pilpakülas on tihedalt ebaseaduslike hooneid ja ehitisi, milles elamine on standardite kohaselt keelatud. Sellest tulenevalt on projekti suurim eesmärk luua elamisväärne keskkond küla elanikele ja tulevastele elanikele. Projekti tulemuseks on tuleviku visioon pilpakülale iseloomulikul alal peale pakutud rehabilitatsiooniprogrammi edukat läbi viimist. Alale paigutatakse rehabilitatsiooni eesmärgil eluhooned, ühiselamud ja kogukonna keskus, mis harmoneeruvad olemasoleva kaosega samas vastandudes puhtuse ja lihtsusega. Planeering loob aluse seaduslikule, jätkusuutlikule ja kaasaegsele elukeskkonnale. Olulise osana arvestab diplomitöö aiandusküla tekke põhjusega, milleks on aiasaaduste kasvatamine, jättes selle võimaluse elanikele alles.

Abstract [en]

Ülgase horticultural village was used as a rental land in 1980, for gardening. The land is inhabited already 35 years. Next to the village was a phosphorite mining spot and it shared land to its workes for gardening. Also the Soviet Union made a alimentation program, which foretold that every Soviet Union family should have its own gardening place. Therefore Ülgase area was shared again. From that time there has been illegal building, which caused homeless people to inhabit the area. The village has grown with time to a massive 98 hektare unplanned area. In Estonia there are many this kind of horticultural villages and dealing with the problems these villages cause are too difficult for the municipalities. Crimes, fires and continuous violation of public order are common in these villages. Horticultural villages are usually situated near the big cities, which makes difficult the enlargement for cities and planning its suburbs. To resolve the problems municipalities have tried different approaches but its not easy to please every party. Present diploma thesis gives a creative approach how to deal with this kind of illegal villages. All the buildings in horticultural village are illegal and living in these houses is forbidden according to the standards. Due to this the main reason for the final thesis is to create a liveable environment for its residents and future residents. The projects result is a future vision for the horticultural village after the rehabilitationprogram is successful. For the purpose of rehabilitation of homeless people, the community centre, dormitory and houses will be placed to the area. These buildings harmonize already with existing houses and yet are contrary with its simplicity, modernity and cleanliness. Planned area creates a base for a legal, sustainable and modern living space. An important part of the diploma thesis is to take into account the reason these villages arose and leave that gardening possibility open.
