Abstract

Käesoleva tee-ehitusprojektiga on lahendatud Tallinnas Kristiine linnaosas A. H. Tammsaare tee - Tondi tn - Rahumäe tee ristmiku rekonstrueerimine. Enne projektsete lahenduste välja pakkumist on töös analüüsitud ristmiku olemasolevat liikluskorraldust ja tehnilist seisukorda. Projektis on leitud lahendused liikluskorralduse ja ristmiku plaani muutmisel sõiduradade lisamiseks ja heade sõidutingimuste tagamiseks. Liiklussaarte lahendus parandab jalakäijate ohutust tee ületamisel, sealhulgas on keskendutud nägemispuudega inimeste jalgsi liikumise ohutuse tagamisele. Projekteeritud on liikluskorraldusvahendid ja nende paigaldamise tehnilised lahendused. Konstrueeritud on teede katendid ja esitatud nende rajamine graafiliselt, uue sõidutee katendi eluiga on 35 a. Vertikaalplaneeringuga on modelleeritud teekatendite kõrgused ja kalded ning sajuvete ärajuhtimine. Projektis on viidatud õigusaktidele, juhenditele ja normdokumentidele, millest on lähtutud projekteerimisel ning peab juhinduma ehitamisel. On esitatud nõuded, millega tuleb ehitustöödel ja nende käigus tekkivate jäätmete ja lammutustöödel üle jäävate materjalide käitlemisel arvestada. Lisaks tee-ehitusprojektis tavapäraselt nõutavale mahule on käsitletud A. H. Tammsaare teel liikluskoormuse vähendamise võimalusi jätkusuutliku linnaarengu perspektiivis, mida on võimalik saavutada Tervise tn – Viljandi mnt läbimurde ja Tallinna väikese ringtee rajamisega, linna ühistranspordi- ja kergliiklusteede võrgu eelisarendamise ning linnaruumi säästava arengu planeerimise ja poliitiliste võtetega. Projekteeritud ristmiku rekonstrueerimise lahendus täidab püstitatud eesmärki rajada tee valdaja lähteülesande kohased sõidurajad ja ohutussaared, suurendada läbilaskvust, parandada liiklusohutust ja tee seisukorda.

Abstract [en]

The goal of thesis Reconstruction of A. H. Tammsaare road - Tondi street - Rahumäe road intersection in Tallinn, Estonia is to improve capacity and traffic safety of the intersection. The initial task of the road engineering project is not particularly based on capacity calculation but is defined by traffic lanes and safety islands the intersection has to be supplemented with in the design criteria of the processor of the city streets Tallinn Municipal Service Department. The author of the thesis is participant of engineering team of K-Projekt Ltd, the company responsible for the complete infrastructure design documentation of the intersection including the necessary surveys comprehending the traffic study. The author’s responsibility being the technical solutions of traffic management, traffic control devices, grading and pavement structures in the task, the graduation thesis version of the design includes analysis of reducing traffic volumes of A. H. Tammsaare road in terms of sustainable city growth in addition. The crossing of the arterial A. H. Tammsaare rd and main distributor streets Rahumäe rd and Tondi st is signalized four leg intersection with right turn bypasses. There is found optimal amount of neighbouring street area to occupy for traffic utilities keeping an eye on the cost of renovation works. The major changes made in the configuration of the intersection are: • Transforming right turn lane from A. H. Tammsaare rd to Rahumäe rd to through lane on the direction of Lasnamäe district and adding safety island between through lanes and left turn lanes. • Adding safety island between through lanes of A. H. Tammsaare rd on Mustamäe district direction and left turn lane to Rahumäe rd. • Adding separate through lane to Tondi st on Rahumäe rd direction and transforming two signalized right turn lanes of the leg to single lane bypass. The gain in capacity of traffic load is achieved by spreading traffic on greater number of lanes on the critical legs. Reducing the number of maximum lanes between safety islands from four to three significantly contribute to the safety of pedestrian crossings. Traffic signs of route indication system were designed according to the applicable system used in Tallinn main street network and necessary overhead sign supports were added. The essential component of the road engineering project are the drawings of the graphical part of the thesis. As the capacity of single level intersection is limited and can not accommodate increasing traffic volumes, the analyse part of the thesis investigates possible solutions distributing traffic loads between Haabersti, Mustamäe and Lasnamäe city districts and points out the importance of implementing Tervise street extension to Viljandi road alongside developing public transport and non-motorized traffic routes in priority.
