Abstract

Lõputöö käigus analüüsiti Viimsi vallas olevaid ülekäiguradasid. Viimsi vallas on kokku 140 ülekäigurada, millest 3 on reguleeritud. Kõikidest ülekäiguradadest, 16 on väga kõrge riskiga ja need on reguleerimata ülekäigurajad. Kõik väga kõrge riskiga ülekäigurajad on lõputöös ükshaaval välja toodud ning analüüsi käigus ilmnenud probleemid kirjeldatud ja lahendused välja pakutud. Üks väga kõrge riskiga ülekäigurada, riskikoefitsendiga 46, on Randvere tee ja Ampri tee ristmikul olev ülekäigurada. See ülekäigurada on Viimsi vallas kõrgeima riskikoefitsendiga. Peale lahenduste elluviimist oleks ülekäiguraja riskikoefitsent alla 11,8. Nii kõrge riskikoefitsendiga ülekäiguradasid rohkem Viimsi valla territooriumil ei ole. Riskikoefitsent teistel ülekäiguradadel jääb vahemikku 15,1 kuni 26,4. Kõikidel väga kõrge riskiga ülekäiguradadel kujunesid välja sarnased probleemid: • ülekäiguradade ületamine jalakäijate jaoks on liialt pikk; • vähene või puuduv valgustus; • teekattemärgistus liialt kulunud; • kehvasti nähtavad liiklusmärgid. Lõputöö käigus väljapakutud tüüplahendused on: • ohutussaarte rajamine; • valgustuse lisamine; • teekattemärgistuse värvimine; • eelhoiatavate teekattemärgistuste ja liiklusmärkide lisamine; • liiklusmärkidele lisada fluorestseeriv taustkilp; • liiklusmärkide kohendamine. Viimsi Vallavalitsus soovinud lõputööd sihtotstarbeliselt kasutada oma territooriumil liiklusohutuse parendamiseks.

Abstract [en]

The goal of the following thesis Pedestrian Crossing Safety Analysis in Viimsi Municipality is to analyse the safety of the pedestrian crossings and to propose possible solutions in order to increase their safety. This topic is necessary to research as there has been an increase in the number of traffic accidents with pedestrians in Viimsi municipality. The main cause for these type of accidents is the human factor. The base for the evaluation of the state of the crosswalks is the risk assessment method of pedestrian crossings. This thesis does not include the economic calculations of the proposed solutions. The thesis is divided into 4 main parts: • generic theory about pedestrian crossings; • pedestrian crossings in Viimsi municipality; • very high risk pedestrian crossings in Viimsi municipality; • effective solutions used in Europe, Estonia and Viimsi municipality. During this thesis both regulated and unregulated pedestrian crossings of the Viimsi municipality were analysed. The unregulated pedestrian crossing is marked with traffic signs and road markings. The regulated pedestrian crossing includes also traffic lights. There are in total 140 pedestrian crossings in the municipality of Viimsi, of which only 3 are regulated. Of all the pedestrian crossings, 16 are considered to be very high risk and all of these are unregulated walkways. All of these high risk pedestrian crossings are listed one by one in this thesis. The problems that were revealed by the analysis have been described and possible solutions have been proposed. The solutions that help to make the pedestrian crossings safer are lighting on the crosswalk and usage of different light or vibration effects in order to better focus the driver’s attention. One of the very high risk pedestrian crossings, with a risk factor of 46, is the pedestrian crossing at the intersection of the Randvere Road and Ampri Road. This pedestrian crossing has the highest 38 risk factor in the municipality of Viimsi. After implementation of the proposed solutions, the risk factor of the pedestrian crossing in question would be diminished to 11,8. There are no more pedestrian crossings with as high risk factor as this one on the territory of Viimsi municipality. For all the rest of the pedestrian crossings in this municipality the risk factors range from 15,1 to 26,4. For all the crossings that were considered very high risk, similar problems were noticed: • crossing the pedestrian crossing is taking too long for the pedestrians; • insufficient or absent lighting; • excessively worn out road markings; • poor visibility of traffic signs. The standard solutions that have been proposed in this thesis are: • construction of pedestrian safety islands; • addition of lighting; • application of road markings; • addition of pre warning road markings and traffic signs; • addition of a fluorescent background to the traffic signs; • adjustment of the traffic signs. The road traffic safety is currently a very topical issue. Therefore, the municipality of Viimsi has wished to use this thesis in order to improve the road traffic safety on its territory.
