Abstract

Tänapäeval on valdava osa jahiga tegelevate inimeste jaoks jaht vaba aja veetmise viis, millega soovitakse tegeleda ka kodupiirkonnast eemal. Jahihuvilistele on selliseks teenuseks jahiturism, mis pakub võimalust väljaspoole oma tavapärast jahipiirkonda reisida ja jahti pidada. Jahiturism on tegevus, kus kohalik või välisturist reisib oma tavapärasest jahipiirkonnast eemale, et jahti pidada. Jahiturism on mitmel pool Euroopas kasvav majandusharu ja suhtumine sellesse on sarnane. Põhja-Euroopa riikides on läbiviidud erinevaid uuringuid, kuid Eestis autorile teadaolevalt uuringuid jahiturismi suhtumise kohta koostatud ei ole. Mujal maailmas leitakse sageli, et jahiturismi kaudu on võimalik tõsta riigi majanduslikku potensiaali ja pakkuda majutus- ja toitlustusettevõtetele ka väljaspool suurlinnasid kasu ja tööd. Selleks, et majandusharu arendada, tuleb aga tunda selles esinevaid probleeme ja ühiskonna suhtumist antud valdkonda. Autor keskendub oma lõputöös jahiturismis kütitavatele suurulukitele ja jahiturismile, sest mujal maailmas tehtud uuringud on näidanud, et jahituristid on peamiselt huvitatud suurulukite jahtimisest. Lõputöös anti ülevaade jahiturismist ning koostati uuring, kus selgusid peamised valdkonnaga seotud probleemid. Uuringus osalejad olid üksmeelel, et vahel lastakse valet looma, toimub alkoholi liigtarvitamist ning arusaamatused tekitavad kõige rohkem probleeme jahiturismis. Lõputöö üheks eesmärgiks oli välja selgitada suhtumine jahiturismi. Selgus, et nii jahimehed, kes jahiturismiga ei tegele kui ka jahiturismi ettevõtted suhtuvad jahiturismi üsna sarnaselt. Mõlemad arvasid, et jahiturism avaldab positiivset mõju Eesti ühiskonnale ja majandusele. Negatiivsena toodi välja, et jahiturism on seaduse poolt vähe reguleeritud. Uuringu põhjal tõi autor välja järeldused ja ettepanekud. Autor teeb probleemide vältimiseks ettepaneku jahikorraldajatele, kes võiksid alkoholitunnustega inimesi rohkem kontrollida ja mitte jahile lasta. Arusaamatuste vältimiseks tuleks kasutada tõlketeenuseid, et võõrkeeles suhtlemine paremini sujuks. Vigase looma kiiremaks leidmiseks tuleks kasutada kaasaegsemat tehnoloogiat. Selleks, et jahiturism saaks olla Eesti riigis eraldi majandusharu, teeb autor ettepaneku jahindusega seotud inimestele, kes võiksid teha riigile ettepaneku jahiturismi seadustamiseks, sest siis oleks oleks antud valdkond rohkem seaduse poolt reguleeritud ja kontrollitud.

Abstract [en]

Nowadays hunting animals is one way of spending free time outside your everyday living area. Hunting tourism is offering the people interested in hunting the possibility to travel to different places to hunt animals. Hunting tourism includes the activities, related to hunting, where both local and foreign tourists travel outside of their everyday living area to hunt animals. In many different places all over Europe, hunting tourism is a growing economic sector, and the attitude to it is similar. In Northern European countries you can find several different attitude surveys and studies. As is known to the author of this graduation thesis there are no similar attitude surveys made about hunting tourism in Estonia. It has been found out that through hunting tourism it is very often possible to increase the economic potential in other sectors as well. For example, by developing hunting tourism, food and beverage and accommodation sectors in the countryside, outside of the cities, are also growing. To develop this economic sector, we need to know the problems and the attitude of the society towards this. In this graduation thesis the author concentrates on the problems of hunting big game and hunting tourism, because the studies made in Europe show that these are the two activities that interest the tourists most. The thesis gives an overview of hunting tourism. A study, which was carried out, reveals the main problems.The participants of the study were unanimous about the following problems: shooting wrong animals, abuse of alcohol and the misunderstandings. One of the purposes of this thesis was to find out the attitude towards hunting tourism. It turned out that both, the hunters who are not dealing with hunting tourism and the hunting tourism companies, have similar attitude towards hunting tourism in general. Both parties have the opinion that hunting tourism makes a positive impact on Estonian economy and society. The negative aspect which was brought out is that hunting tourism is not regulated enough by the law. Based on this study the author brought out the conclusions and the suggestions. To avoid the problems, the author makes a suggestion to the hunting tourism organizers to control the alcohol using and not to allow the people who have consumed alcohol to go hunting. To avoid language- related misunderstandings, the author suggests to use language companies’ services. Modern technology should be used for quick tracking of a wounded animal. The author suggests that the people who are involved in hunting tourism appeal to the government for legal regulations of hunting tourism. This is the only way to monitor and control this field by law.
