Abstract

Käesoleva lõputöö eesmärgiks oli välja töötada avaliku liiniveo korraldajatele suunatud juhendmaterjal nõudeliinide rakendamiseks. Töö käigus andis autor ülevaate elanike rahulolust avaliku ühistranspordiga ning tõendas Põlvamaa avaliku liinivõrgu näitel nõudeliinide rakendamise kasumlikkust. Töö põhiosas on koostatud nõudeliinide rakendamise kava, mis asub lõputöö lisade loetelus (Lisa 3). Kava välja töötamisse aitasid kaasa Maanteeamet ja Rahandusministeerium. Viies läbi juba eelnete uuringute sekundaarset dokumendianalüüsi selgus, et Eesti elanikud pole rahul avaliku ühistranspordiga. Rahulolematus on tingitud sellest, et sõiduplaanid ei vasta inimeste vajadustele, st sõidugraafik on liiga harv või bussid sõidavad valedel aegadel. Hajaasustusega piirkondades, nagu seda on ka Põlvamaa on elanikele peamiseks probleemiks aga see, et ühistranspordiga liiklemine võtab liiga palju aega ning, et peatused on kodust liiga kaugel. Saar Poll OÜ „Elanike rahulolu kohalike avalike teenustega“ 2014 läbiviidud uuringu tulemustena kuulub ühistransport viie kriitilisema parandamist vajava valdkonna hulka. Seda arvasid 26% 1518 ’st üle 18 aastastest küsitletutest. Võimaldamaks elanike nõudlusele vastavat avalikku ühistransporditeenust on paljud Eesti avaliku liiniveo korraldamise eest vastutavad ametiasutused võtnud kasutusele nõudeliine. Nõudeliinide laialdane kasutamine kuid ühtne nõudeliinide käsitlus ning juhendmaterjali puudumine on loonud olukorra kus nõudeliine mõistetakse väga erinevalt. Sellest ajendatult koostas töö autor koostöös Maanteeameti ja Rahandusministeeriumiga Nõudeliinide rakendamise korra näol juhendmaterjali, mis on suunatud avaliku liiniveo korraldamise eest vastutavatele isikutele Eestis. Julgustamaks avaliku liiniveo korraldajaid nõudeliine rakendama tõendas töö autor stsenaariumianalüüsi kasutades nõudeliinide majanduslikku otstarbekust. Nõudeliinide positiivne mõju võiks olla riigiasutustele ajendiks koostatud korra edasiste arengusuundadega tegelemiseks.

Abstract [en]

This thesis provides the reader with an overview of residential satisfaction with public transport. It also introduces a solution which when deployed allows to ensure demand responsive public transport. In recent decades, public transport usability has fallen constantly. Marginalization and private car triumph have a particularly significant role in this. In relation to the continuing decline in the population there are forming regions where residents are dependent on their personal transportation. However, these kinds of areas should be exceptions rather than the rule. Public transport often has a great social significance for the residents in remote areas. In current situations, traditional bus transport doesn’t meet the resident’s needs. Therefore, several public transport coordinators have started to offer DRPT services. Implementing DRPT is reasonable primarily in situations where demand is low and users locate diffusely. Traditionally in such situations public transport is ensured with sparse graphs, for example, one exit per day or week, if even that. This level of public transport doesn’t allow residents do use it for work-, education-, training- social-, medicine- or free time purpose. The comprehensive offering on DRPT but the lack of common approach has created a situation where the concept is used differently. The thesis aims to create joint understandable guidance lines for offering DRPT. First, the thesis gives an overview of the public operational principles and reflects the Estonian resident’s satisfaction with public transport. It turned out that out of all public services, 26% of the residents believe that public transportation needs improvement because it does not meet the scheduling needs of the people. Then a solution is presented that is seen to ensure a public transport to residents as needed while staying in state budget. The last part of the thesis shows what kind of influence has implementing DRPT had on Põlva county’s public line network. By the analysed bus routes, it can be said that implementing DRPT in remote areas are sensible in the use of state budget support. Using the joint understandable guidance lines, it is possible to minimize serving stops where there are no passengers. While doing the analysis conventional timetables were matched up against timetables that formed on demand It was concluded that by applying the created guidance lines resource consumption was reduced by 39%. The author sees that the created guidance lines should be developed further on national level. So far, there is no legislative framework for offering DRPT. Legislation should create clarity in term of what is allowed and what is not. Cooperation between carrier and customer plays a significant role in implementing DRPT. When implementing DRPT an additional funding in the form of incentive should be developed for the carrier to serve as a motivator to cooperate.
