Abstract

Päästeameti finantsilise jätkusuutlikkuse uuringu tulemusel selgus, et praegu olemasoleva rahastuse juures tekib Päästeametil probleeme päästevõimekuse säilitamisel saavutatud tasemel. Kulude kokkuhoiuks logistikatalituses koondati 2016. aastal keskuste laopidamine Kosele tsentraalsesse lattu, et vabanevat raha saaks kasutada muul otstarbel. Kose lao kulusid ning alternatiive oma lao pidamisele pole analüüsitud ning see on käesoleva lõputöö peamiseks probleemiks. Autor teostas juhtumiuuringu ning lõputöö algusfaasis töötas läbi teoreetilise materjali, et koostada tegevusplaan kulude ja alternatiivsete laopidamisviiside analüüsiks. Vaatluse ja süvaintervjuu tulemusel sai autor ülevaate laotöö korraldusest ning laokuludest, lisaks erivajadustest, mis on strateegilise lao juures olulised. Saadud andmete põhjal koostas autor hinnapäringu kolmanda osapoole teenusepakkujatele. Ettevõtete koostatud hinnapakkumisi võrdles autor Päästeameti 2016. aasta kuludega. Lisaks kuludele võttis autor vaatluse alla ka pakutavad lisandteenused ning võimalused eriolukordades reageerida. Samuti analüüsis positiivseid ja negatiivseid aspekte laoteenuse sisseostmise juures. Autor jõudis analüüsi tulemusel järeldusele, et odavam on laoteenust sisse osta. Laoteenuse sisseostmine on üle 50 000 euro odavam oma lao pidamisest. Kuna Päästeameti lao eesmärk ei ole ainult kaupade hoiustamine, vaid ka kauba hooldamine ja remontimine ning vajadusel 24/7 väljastamine, pidi autor hindade analüüsi kõrval analüüsima lao erivajadusi. Mõlemat punkti analüüsides jõudis autor järeldusele, et kuigi laoteenuse sisseostmine on odavam, peab Päästeamet arvestama kõikide logistikatalituse pakutavate teenustega, kuna need on kompleksteenused. Võttes kõiki teenuseid eraldi, on võimalik kogu teenuste nimekiri sisse osta, kuid sellega kaotaks Päästeamet ülevaate teenustest ning ei saa tagada vajalikku teenusekvaliteeti, kuna annab vastutuse üle teenusepakkujale. Lisaks teenusekvaliteedi langusele ja kontrolli kadumisele on vaja igale teenusele eraldi koostada riigihange, mis lõppkokkuvõttes muutub kulukamaks, kui ise teenuseid pakkuda. Seetõttu on autoripoolne lõplik järeldus, et Päästeametil ei ole otstarbekas laoteenust sisse osta, vaid peaks jätkama enda lao pidamisega. Selle järeldusega osutus autoripoolne hüpotees osaliselt tõeseks, kuna teenuse sisseostmine on odavam, kuid mitte parim viis Päästeametile. 39 Lõputöö alguses püstitatud eesmärk leida Päästeametile parim võimalik laopidamisviis on autori hinnangul täidetud. Parimaks laopidamisviisiks osutus praegune laopidamise kord ning kulude kokkuhoiuks või parema ülevaate saamiseks võib Päästeamet kaaluda tegevuspõhise kuluarvestuse rakendamist.

Abstract [en]

As a result of the sustainability of Estonian Rescue Board’s financial research, it was discovered that their current finances are a problem to their rescue capability at their already achieved level. In order to reduce expenses in the logistics service, the warehouse’s were assembled into the central warehouse in Kose. This was done to use the remaining free funds for other purposes. The cost's of Kose's warehouse and alternatives to having a warehouse have not been analyzed in depth and this will be the main focus of my final thesis. The author carried out a case study where in the beginning phase of writing the thesis, she worked through some theoretical material in order to create a plan of action for the cost's and alternatives of warehouse keeping analyses. As a result of observation and interviews, the author gathered an overview of the overall organization and costs in the warehouses. Furthermore, the author obtained an overview of special needs in the warehouses, which are an imporant factor in a strategic warehouse. Based on the data found, the author created a price inquiry for the third party service provider. Price biddings created by different companies were compared to the Rescue Board’s 2016 expenses. In addition to expenses, the author also observed the additional services which were offered and the possibilities to react in special occasions. Moreover, she analyzed positive and negative aspects of warehouse services. After an analysis, the author came to the conclusion that it is cheaper and therefore more beneficial to outsource warehouse services. Outsourcing warehouse services is over 50,000 Euros cheaper than keeping a warehouse yourself. Since the Rescue Board’s goal isn't only to deposit goods but also maintain them, repair them and in case of need, deliver them out of the warehouse 24/7, the author had to also evaluate the special needs of the warehouse. Analysing both points, the author came to the conclusion that although outsourcing is cheaper, the Rescue Board has to take all logistics services into consideration, because they are considered to be complex services. If we observe all the points separately, we can outsource all the services on the list. However, this would make the Estonian Rescue Board lose a solid overview of the service providers and they will not be 41 able to assure good service quality, because they would be handing the responsibility over to the service provider. Besides the decline of the service quality and the loss of inspection, every service needs to also have a public procurement carried out, which in the longer perspective will become more costly than to provide services yourself. For this reason, the author's final result is that it is not beneficial for the Estonian Rescue Board to outsource a warehouse service. Instead, they should continue keeping their own warehouses. With this conclusion, the hypothesis of the author proved to be partially true, because outsourcing a warehouse service is cheaper but not the best solution for the Estonian Rescue Board. The aim stated in the beginning of the thesis of finding the best warehouse keeping method for the Estonian Rescue Board has been achieved. The best method of warehouse keeping turned out to be the current method and in order to save up on expenses or getting a better overview of them, the Estonian Rescue Board should consider starting to use activity-based cost surveys.
