Abstract

AS Eesti Liinirongid reisijateveo korraldus peamine eesmärk on pakkuda kiiret ja mugavat linnadevahelist ühistranspordiühendust, lühendada maakonnakeskuste ühendusaeg Tallinnaga alla kolme tunni pikkuseks. 2014. aastal AS Eesti Liinirongid vahetas rongipark täielikult välja uute Stadler Flirt tüüpi rongide vastu. Pooled rongidest on elektrirongid ja teenindavad Harjumaa regionaalseid liine ning ülejäänud on diiselrongid, mis teenindavad üleriigilisi liine. Eelmise arengukava perioodil 2006-2013 alustati raudtee rekonstrueerimistöödega (sealhulgas uute ooteplatvormide ehitus), mis võimaldab reisirongiliikluse kiiruse viia kuni 120 km/h. Perioodil 2014–2020 kavatsetakse selle eesmärgi täitmiseks rekonstrueerida osaliselt Tapa-Tartu, Tapa-Narva ja Tallinna-Paldiski ja Tallinn-Rapla vahelisi lõike. Avaliku reisijateveo kvaliteedinõuded on kirjas teenuse osutamise lepingutes ning raudteetaristu ja - veeremi korrasolekut sätestavates õigusaktides, milles sõiduplaanid ja marsruudid on määratud kellaajalise täpsusega. AS Eesti Liinirongid tagab reisijate liiklusohutuse ja korrapärase teenindamise ning teavitab reisijaid operatiivselt reisirongi hilinemisest või ärajäämisest. Reisi ärajäämisel asendab reisijateveo muude transpordivahenditega, näiteks bussidega. Avalikuks kasutamiseks määratud raudteetaristu ja raudteeveeremi korrasolekut kontrollib Tehnilise Järelevalve Amet.

Abstract [en]

This means that the main aim of Organisation of Passenger Transport in AS Eesti Liinirongid is to offer fast and convenient transport connections between cities. The Organisation of Passenger Transport in AS Eesti Liinirongid to shorten the time required to connect county centres to Tallinn below three hours.. In 2014, AS Eesti Liinirongid the train fleet was all replaced for new, Stadler Flirt type trains. Half of the trains used are electrically powered trains and provide services on regional Harju county lines; the rest are diesel powered trains and provide services on transnational lines. The reconstruction works on the railway started during the previous development period 2006-2013 (including the construction of new waiting platforms), which will help raise the speed of passenger train traffic up to 120 km/h. In 2014–2020, some of the sections between Tapa-Tartu, Tapa-Narva, Tallinn-Paldiski and Tallinn- Rapla will be reconstructed. Quality requirements for the public carriage of passengers are specified in the contracts for provision of services and legislation that regulates the maintenance of railway infrastructures and rolling stock; time schedules and routes are determined with the accuracy of specified time. AS Eesti Liinirongid are required to ensure traffic safety of passengers and regular services, notifying all the passengers promptly of any delays or cancellations of passenger trains. In the event of a cancelled trip, the carrier are required to replace the train with some other means of transport, such as buses. The condition of railway infrastructure and rolling stock, intended for public use, will be inspected by the Technical Regulatory Authority.
