Abstract

Käesoleva lõputöö ülesandeks on Tallinnasse uue tõmbekeskuse planeerimine suure arengupotentsiaaliga Tallinna Linnahalli piirkonda, kultuurikatla tagusele alale. Mahulise planeeringu kandvaks ideeks on loomemajandustegevuste koondamine, logistiliselt koostööd soodustavaks struktuuriks ning selle sidumine avaliku ruumi funktsioonidega. Ettepanek võimaldab erinevatel sotsiaalsetel ja rahvusrühmadel osaleda linna kultuuri- ja sotsiaalses elus, mis suurendab mitmekesisut, tugevdab sotsiaalsest sidusust ja ühiskondlikke hoiakuid. Töö pakub välja nägemuse mahulisest planeeringust, mis põhineb linnaehituslikul analüüsil, loomemajandustegevuste uuringutel ja loova linna kontseptsioonil laiemalt. Planeeritavat loomekvartalit ja avalikku ruumi siduv ning mereäärt avav rekreatsiooniala pakub mitmekülgseid võimalusi nii kontsertite, turgude, kui kõikvõimalike pop-up sündmuste korraldamiseks. Kultuuribastioni mahuline kontseptsioon baseerub vanalinna bastionivööndi tunnetuslikul lõpetamisel rannaalal, kandes seeläbi kujundlikult ideed kesklinna avamisest mereni. Kultuuribastion astub dialoogi oleva olukorra iseärasustega ning kaitseb metafoorselt ka bastionis loodavat kultuuri.

Abstract [en]

The urban planning project „The Culture Bastion - Planning of Creative Industries Quarter“ is a thesis in architecture, in the Faculty of Architectural and Environmental Engineering in TTK University of Applied Sciences. It includes analysis and planning proposals for creating a new quarter and open city space in a high potential development area of Linnahall and Creative Hub in Tallinn, Estonia. The idea behind the thesis project is to converge the creative industries activities logistically into a structure that enables and encourages greater synergies and to link the quarter with public space functions. The proposal encourages different social groups to take part in the city’s cultural and social life in order to increase the diversity, social coherence and to strengthen the sense of community. This thesis project offers a vision of urban planning, which is based on the analysis of urban development, researches on creative industries activities and on a boarder creative city concept. The recreational area that connects the creative quarter and open space and also opens the city to the seafront, offers a wide range of possibilities for different activities and events (concerts, markets, different pop-up events etc). The Culture Bastion concept is based on continuing Tallinn Old Town bastion walls cognitively on seafront. Thus figuratively carries the idea of opening the city centre to sea. The Culture Bastion enters into a dialogue with the particularities of the current situation and metaphorically protects the culture created in the bastion.
