Abstract

Koostatud lõputöö eesmärgiks oli lahendada Rahvusarhiivi Hoone ehituse organiseerimine. Ehitustööde mahtude ja eelarve koostamisel on aluseks võetud EKE NORA kehtestatud normatiivid ja mahud. Selle põhjal kujunes eelarve lõplikuks maksumuseks 4 884 845 € + KM. Analüüsides eraldi ehituse organiseerimise kulusid, siis maksumuseks tuli 521 092 € + KM. See moodustab üldisest eelarvest 11%. Suurimaks kuluartikliks organiseerimiskulude osas osutusid ehitusel kasutatavad masinad. Koondkalendergraafikus on määratletud ehitustegevuse põhilised tööd ja kirjeldatud nende omavahelisi seoseid. Graafiku alusel kujunes ehituse kogupikkuseks 361 tööpäeva (17 kuud ja 4 päeva). Töid teostatakse ajavahemikus jaan. 2015 – juuni 2016. Maksimaalne tööjõuvajadus on aprillis 2016 (95 töölist). Ehitusplatsi üldplaani kavandamisel selgusid järgmised ressursivajadused: tulenevalt tööliste arvust on vaja paigutada ehitusplatsile kuni kümme soojakut, lisaks viis konteinerit materjalide ja tööriistade hoidmiseks. Tuleb paigaldada 42 m ajutist veetorustiku hüdrandikaevuni Ø 100 mm, majanduslikuks veevajaduseks 49 m (Ø 20 mm) ja tootmisvee vajaduseks 31 m (Ø 32 mm). Ehitusplatsi tagamiseks elektriga ühendatakse peakilp (160 A) krundi kõrval asuva alajaamaga ja veetakse kaablid kraanakilpi (125 A) ja hoone lisakilpi (25 A). Ehitusplats varustatakse ajutise valgustusega – paigaldatakse neli prožektorit võimsusega 30W. Masinate ja mehhanismide liikumiseks rajatakse ehitusplatsile 348 m ajutisi teid. Killustikkattega teed (208 m) paiknevad tulevaste alaliste teede kohal, et ehituskäigus tihendada alalise tee aluskatet. Montaaži- ja muud tõstetööd teostatakse tornkraana (Liebherr 420 EC-H16 Litronic) abil. Ehitustööde kiirendamiseks ja raskemate elementide tõstmiseks valiti lisaks veel mobiilsed noolkraanad (Liebherr LTM 1130-5.1, Liebherr LTM 1200-5.1 ja Liebherr LTM 1040-2.1). Lõputöö üheks sisukamaks osaks oli kahe tehnoloogiakaardi koostamine koos toetavate joonistega. Tehnoloogiakaardid olid teemadel tüüpkorruse montaažitööd ja katusetööd. Montaažitööde osas lahendati kahe kraana omavaheline efektiivne koostöö, see oli suurimaks kitsaskohaks, et tagada korruste järjepidev ja ühtlane monteerimine. Tehtud valikutega suudeti tööd jagada optimaalselt mõlema brigaadi vahel. Katusetööde osas oli sõltuvalt talvisest perioodist tingimused raskendatud. Tööde koheseks teostamiseks valiti lahendus, kus tuli rajada ajutine katus (telgi ehitamine). Sellega suudeti tagada kohene tööde jätkamine peale montaažitöid ja hoone veekindlus. Töö lõpus antakse ülevaade töövõtumeetodi kohta, mille abil kirjeldatakse erinevate osapoolte vastutusalad ja kohustused. Märgitakse ära kuidas teostatavaid töid kontrollida ja dokumenteerida. Lisaks antakse ülevaade kuidas ehitusplastil tagada üldine töö- ja tuleohutus ning keskkonnakaitse. Lähteülesande temaatika ja ülesehitus andis hea eelduse põhjalikuks töö läbiviimiseks, mille tulemusena sai töö koostamisel keskenduda väga mitmesugustele küsimustele ja teemadele. Hea ja vajalik oli alati analüüsitud infot kasutada töö järgnevates etappides. See nõudis juba töö algfaasis laiahaardelisemat vaatepilti kogu tööle. Töö koostamine andis väga selge ettekujutuse, millega tuleb sellistes suuremamahulistes ehitustegevustes arvestada ning mida ei saa kindlasti kõrvale jätta. Töö käigus tekkis mitmeid keerukaid probleeme, mis nõudsid täpsemate lahenduste ja selgituste välja toomist. Enda jaoks väärtustan tehtud tööd hea kogemusena, saades ettekujutuse, millega tuleb ehituste organiseerimisel arvestada. Kindlasti tahan tulevikus kogu ehitustegevuse organiseerimise poolt kogeda reaalselt ehitusplatsil olles.

Abstract [en]

This final work has been drafted in order to cover organizational questions related to the construction. Choice of this topic is based on the assumption that preliminary planning and extensive analysis of data in building activities is more and more playing substantial role. Better end results could be achieved because of the effective preliminary work. It is very important to all participants engaged in this activity. The author, personally, does not have experience in the management and organization of large-scale constructions. That fact has been leading the author to have more closer look on these aspects and finding existing shortcomings. The author`s relations with the object analyzed in this final work came through the customer (State Real Estate Ltd). In good co-operation with the customer the author could use the construction project for his final work. The National Archive Building in Tartu, Nooruse Street 3, has been selected as the object to be built. In considering different options possible the finding of the optimal solution for the construction activities has been aimed at. Before the start of drafting definite fields of activity have been selected for study as well as the prognosis was made about the perspective end results. This building is by nature a multifaceted one and with clear build up. There has been used several architectural solutions. The consideration of volumes and the budget of these construction works is based on the EKE NORA standards and volumes. Accordingly the final budget was calculated as 4 884 845 € + VAT. Making a separate consideration on organizational expenses it resulted in sum of 521 092 € + VAT. It is 11% out of the whole budget. The biggest expenses from the organizational ones appeared the machinery used in construction. The overall calendar contains all defined basic construction works together with their interrelationship. According to the calendar the duration of the construction is 361 working days (17 months and 4 days). These works will be carried out between January 2015 until June 2016. The maximum need for work force is in April 2016 (95 workers). In drafting the general building site there came clear the following needs: based on the number of workers there should be erected on the site up to ten containers for workers needs and additionally five containers as storage for building materials and instruments. There should be erected 42 m provisional pipeline to a hydrant with Ø 100 mm, for economic water supply 49 m (Ø 20 mm) and for construction needs pipeline of 31 m (Ø 32 mm). Power supply will be arranged from the nearby substation with the main switchboard (160 A) and cables will be erected to the crane switchboard (125 A) and to the additional switchboard (25 A) of the building. The building site will be supplied with provisional light – 4 projectors with electric power of 30 W. There will be erected 348 m of provisional roads for the movement of vehicles and machinery at the site. Roads with a splinter of stone (208 m) in order to compress the road base will be erected where roads remain permanently in the future. Tower crane (Liebherr 420 EC-H16 Litronic) will be used for the assemble works and other lifting purposes. In order to speed up the works and lift some heavy elements additionally have been selected some mobile cranes (Liebherr LTM 1130-5.1, Liebherr LTM 1200-5.1 and Liebherr LTM 1040-2.1). Most content-rich in the final work has been the drawing of two technological charts with supporting drawings. Technological charts were related to the assemble works of a typical storey and roof works. Concerning the assemble works a solution was found for the effective collaboration of two cranes which has been the major shortcoming in order to secure step-by-step and not disrupted construction. The optimum sharing of works between the two brigades of workers was achieved with the selections made. Roof works were to be done in difficult conditions depending of the winter time. Prompt construction requested consequently the solution were it was considered necessary to build first a provisional roof (erect a tent). That made possible to continue with the works immediately after the assemble works and also the building was secured watertight. At the end of this final work an overview of the working method has been provided where fields of responsibility and obligations of different parties are described. There has been noted how to control the works and documentation should be done. Additionally there are provided general overview how to secure safe general work conditions and fire safety as well as environment protection. Topics and build-up of the starting position of the author were providing him with excellent assumption about the possibility to carry out a comprehensive study focusing on very different questions and topics. It had been necessary and good to use always previously analyzed information in the next stages of this final work. It has demanded from the author a comprehensive approach to this work from the very beginning. Composition of this work has given to the author a clear vision about which aspects and tasks should be considered in such large-scale construction works and what is impossible to put aside. During this composition work several complicated problems have arisen which requested the more detailed explanations and solutions to be provided. The author appreciates the work done as an excellent experience in getting knowledge of problems in case of organizing the construction works. There are no doubts that the author has definite wish to experience such organization of construction works in reality at a building site.
