Abstract

Analüüsi eesmärgiks oli välja selgitada millised on tootmisettevõtete logistikajuhtide peamised tegevused seoses transpordi juhtimise ja vedude korraldamisega ning kui palju nad igapäevaselt nende tegevustega kokku puutuvad. Logistiku tase 7 kutsestandardi põhjal on logistikajuhi töökohustusteks : transpordi juhtimine, ladude juhtimine, varude juhtimine, hangete ja ostude juhtimine, materjalijuhtimine ja tootmise planeerimine, tarneahelate ja võrgustike juhtimine, ettevõtte logistikastrateegia välja töötamine ja logistikasüsteemide arendamine, klienditeeninduse juhtimine, logistikavaldkonna personali arendamine, riskide juhtimine, keskkonnajuhtimine. Logistikajuhi kohustus peaks olema nende valdkondade kontrollmeetmete, kvaliteedinõuete ja kuluanalüüside väljatöötamine ja jälgimine. Logistikajuht ei peaks tegelema operatiivtööga(vedude tellimine,hinnapäringute tegemine, veodokumentatsiooni korraldamine). Pigem peaksid logistikajuhid tegelema stateegiliste ja taktikaliste küsimustega ettevõtte töös. Uuringu tulemustes selgus, et logistikajuhid tegelevad siiski ka operatiivsete tegevustega. Kui veo teostamise tingimused on kokku lepitud, veovajadus prognoositud ja kvaliteedinõuded paika seatud peaks logistikajuht infosüsteemis oleva teabe põhjal olema võimeline jälgima vedudega seotud kulusid, kvaliteeti, veoaegadest kinnipidamist ning selle informatsiooni analüüsi põhjal tegema vajalikke taktikalisi ja strateegilisi otsuseid. Transpordi juhtimise ja vedude korraldamisega seotud operatiivtöö on liialt lihtne, et seda peaks tegema kõrgharidusega logistikajuht. Selleks peaks olema logistikajuhi alluvuses olenevalt ettevõtte suurusest, kas üks või mitu vähem kvalifitseeritud töötajat. Peamised informatsiooni allikad logistikajuhi jaoks peaksid olema logistikakulude süsteem ja kvaliteedi haldamise süsteem, kus märgitakse ära kõik vedudega seotud kõrvalekalded. Uuringust selgus, et enamustes ettevõtetes on vastavad süsteemid olemas ja registreeritakse nii kulusid kui ka kõrvalekaldeid. Paraku oli ka mõni üksik ettevõte, kus ei ole vastavaid süsteeme kasutusele võetud, sest arvatakse, et sellest ei ole neile kasu või lihtsalt ei ole aega sellega tegeleda. Uuringu tulemustest selgus, et neli peamist tegevust millega logistikajuhid tegelevad on veo tellimine, hinnapakkumiste ja potentsiaalsete vedajate võrdlemine ning ettevõttele sobivaima pakkumise ja teenusepakkuja tuvastamine, transpordiliigi ja veovahendi valimine ning veovajaduse väljaselgitamine. Transpordiliigi valik ja veovajaduse väljaselgitamine(prognoosimine) on pigem taktikalised ning strateegilised valdkonnad, mis peaksidki olema logistikajuhi vastutusalas. Hinnapakkumiste küsimine ja veo tellimine on liialt lihtsad tegevused, seetõttu peaksid need ülesanded olema delegeeritud logistikajuhi alluvuses töötavale inimesele. Lisaks selgus uuringu tulemustest, et logistikajuhtide üheks aeganõudvamaks ja keerulisemaks ülesandeks on veovajaduse väljaselgitamine ja prognoosimine. See võib olla tingitud ebapiisavast informatsioonist tootmisosakonnast kui ka asjaolust, et vedusi on vaja teha väga palju. Veovajaduse prognoosimine on logistiku kutsestandardi põhjal logistikajuhi üks peamisi kohustusi. Kokkuvõtvalt võib öelda, et enamus uuringus osalenutest logstikajuhtidest tegelevad pigem strateegilise ja taktikalise juhtimisega. Siiski leidus ka neid logistikajuhte, kes pigem tegelevad operatiivtööga. Peaaegu kõigis uuringus osalenutest ettevõtetes on kasutusel logistika- ja transpordikulu arvestussüsteemid ja kvaliteedi mõõtmisele ning jälgimisele pööratakse samuti tähelepanu. Mõned logistikajuhid peaksid tõenäoliselt rohkem aega leidma kulusüsteemide väljatöötamisele ja jälgimisele, et saada täpsemat ja paremat infot transpordi juhtimisega seotud otsuste jaoks.

Abstract [en]

The title of this thesis is „Logistics managers activities in transportation managment and freight organising“. The purpose of this thesis was to find out how much are logistics managers engaged in everyday work with organising and managing the production company transportation. The author wanted to find out what are the main activities for logistics manager related to organising transport. One intention was also to compare the fulfillment of duties, taking the seventh level of professional standard as the basis. Logistics managers duties have been analyzed previously by two students of „TTK University of Apllied Sciences“. These two thesis work did not concentrate on transportation. Transportation plays an essential part of the supply chain and transportation costs are usually the largest of the total logistics costs. Therefore it is important to analyze the transportation managment. The author of this thesis has been involved with transportation managment himself and therefore he wanted to analyze transportation and freight organising and managment. This thesis included two different parts. First part is theoretical and explains the logistics managers role and duties overall and the activites connected to transportation organising. Second part of the theoretical part gives and overview of transportation planning. The empirical part of this thesis includes the results and analyze of the research conducted among 15 production company logistics managers. In order to find out what are the main activities and how much time logistics managers spend on transportation managing and freight organising, the author send out personal questionnaires to different production companies logistics managers. One supply chain manager and purchasing manager took part of the study because they were responsible for organising the transportation for theyr company. Alltogether 15 people answered to the questionnaire. The questionnaire included 29 optional questions and last two questions were opened (participants could write theyr own answers). The study revealed that most of the logistics managers in proction companies deal with strategic and tactical planning rather operational activities. Logistics managers should develop and implement quality measurements system, cost analysis system and control measures for transportation. He should then be able to observe the information he gets from those systems and make the best tactical and strategic decisions for the company. Operational work for transportation managing and freight organising is too easy for logistics managers, it should be done by a logistician working under logistics manager supervisory. Main information sources for logistics manager should be logistics cost system and freight quality system where all the aberrances are marked. Study revealed that in most of the production companies such systems have been developed. Overall the study showed that the four main activities that logistics managers do in everyday work are freight ordering, choosing the mode and means of transportation, ascertainment of transportation need, freight price quatation and comparing the potential carriers. Choosing the right mode and means of transportation and ascertainment of need for transportation are tactical and stregical areas that should be logistics managers duties. The study also revealed that the most problematic and time-consuming activity is forecasting the need for transportation. It might be because so many loads are going out of the company or the logistics manager gets false or inadequate information from the production department. In conclusion it can be said that most of the logistics managers are related more of the strategic and tactical part of the transportation planning rather than operational part. Allthough the study revealed that for few logistics managers, oprational activities related to transportation take most of the time.
